In the medical device packaging industry, a specialized material known as "breathing paper" has long been firmly controlled by foreign companies, leaving domestic companies helpless. However, in Huancui District, Shandong Guangyan New Materials Technology Co., Ltd. has made domestically produced "breathing paper" a reality. What's the story behind this?
Stepping into Guangyan New Materials' production workshop, amid the hum of whirring machines, rolls of neatly cut "breathing paper" sit in the finished product area. The paper's surface is as white as cotton, smooth to the touch when gently twisted, and remarkably resilient when bent. It's hard to imagine that the core technology behind this material, now readily available for production, once proved a formidable obstacle for the company.
"Although the raw material is common high-density polyethylene, the technical barriers to making 'breathing paper' that can be used for medical device packaging are extremely high." Sun Shuaishuai, deputy chief engineer of Guangyan New Materials, admitted that the R&D team experienced countless failures, repeatedly adjusted the formula ratio, selected suitable raw material models, and broke through the flash evaporation process required for the production of breathing paper, ultimately achieving independent production of the material.
After overcoming the technical challenges, new difficulties arose. Guangyan New Materials planned to establish a production line in Huancui District, but the land approval process presented a challenge. The company urgently needed to obtain land and complete approvals, but conventional procedures often took months. And for startups, time is money, and the factory's construction and commissioning were urgent. Just as the company was at a loss, the Huancui District government provided timely assistance. "After understanding the company's needs during our visit, we immediately implemented a 'one-company-one-policy' targeted service mechanism to ensure that promising projects would not be stuck in approvals," recalled Cong Zepeng, Deputy Director of the Economic Development Office of Yangting Town Government.
Cong Zepeng remembers that he and his colleagues from the business service team spent their days in the approval department, handling project filing, planning and design, and construction permits—processes that once required businesses to run around. Through the coordinated efforts of multiple departments, approval time was significantly reduced, ultimately enabling construction to begin as soon as the land was acquired. Watching the excavator smoothly arrive on site, the head of Guangyan New Materials shook Cong Zepeng's hand tightly, saying, "This efficiency has really helped us solve an urgent problem!" With the land issue resolved, funding became another hurdle for the company. The large investment in equipment for a startup meant Guangyan New Materials faced a period of cash flow difficulties. The Yangting Town business service team acted as a matchmaker, repeatedly connecting the company with financial institutions and negotiating loan requests. Ultimately, 30 million yuan in funds were successfully secured, injecting financial liquidity into the construction of the production line. Thanks to the government's efficient support, Guangyan New Materials' first medical respiratory paper production line officially began production in August of this year. The second line is under construction and is expected to be operational in October. According to the plan, by the end of 2026, Guangyan New Materials will have built 5 production lines with an annual production capacity of 70 million square meters and an output value expected to exceed 300 million yuan.
Guangyan New Materials' resurgence is no accident. Such stories of supporting businesses are commonplace in Huancui District. In recent years, the district has implemented a comprehensive "Thousand People Supporting Ten Thousand Enterprises" initiative, organizing government officials to conduct comprehensive visits and surveys of businesses across the district, gaining a detailed understanding of their production and operating conditions and actual needs. These efforts then lead to the development of targeted and effective support plans and measures, facilitating the rapid resolution of pressing issues facing businesses. To date, over 1,810 business-related requests have been resolved. Huancui District continues to enhance its services for businesses. Liang Zhidan, Party Secretary and Director of the Huancui District Business Environment Construction Service Center, stated: "In the next step, Huancui District will continue to expand channels for communication between government and enterprises. While iteratively upgrading the 'Thousands of People Helping Ten Thousand Enterprises' campaign, we will accelerate service model innovation. Driven by institutional innovation and digital empowerment, we will further integrate government, social, and market resources, accelerate the construction of an integrated urban and rural enterprise service center, and build an efficient and coordinated online and offline service system for enterprises. We will provide enterprises with 'one-stop' integrated services in 10 major areas, including policies, talent, and scientific and technological innovation, to comprehensively improve the efficiency of enterprise-related services." From overcoming technical difficulties to the smooth implementation of production lines, Guangyan New Materials' breakthrough in domestically produced "breathing paper" is a vivid example of the Huancui District government's dedicated and caring efforts to alleviate difficulties for private enterprises.
