From attracting the Hengyu Medical project, to attracting a merger with the American Apta Group, and finally establishing Shandong Guangyan New Materials Technology Co., Ltd., Wang Lishi, a businessman from Zibo, has established a network of business-to-business investment opportunities in Weihai. Now, he has firmly tied his industry to Weihai, completing a "two-way journey" between government and business.
This "two-way journey" began six years ago. Before 2017, Wang Lishi invested in and established Weihai Hengyu Medical Devices Co., Ltd. in Yangting Town, Huancui District. After five years of development, the company gradually became Asia's largest and most technologically advanced manufacturer of prefilled syringe accessories, and became a supplier to companies such as Weigao Group and Qilu Pharmaceutical.
This growth momentum attracted the attention of Aptar Group, a leading global company in the industry. Aptar, which is expanding into the Asian market, acquired Hengyu Medical in 2021 through foreign investment. During the acquisition, Yangting Town staff and Wang Lishi worked closely together, ultimately securing over US$50 million in foreign investment. Leveraging Aptar's global network, Hengyu Medical's products, manufactured in Weihai, have been sold to more countries and regions, becoming more deeply integrated into the global supply chain.
Even after attracting foreign investment, Wang Lishi's connection with Weihai continued. In 2022, Wang Lishi decided to invest 1 billion yuan in the Guangyan New Materials project, and he chose Weihai without hesitation. He confidently stated, "Weihai offers both professional and meticulous service and a high-quality industrial foundation. For developing the medical industry, Weihai is a prime location."
The Guangyan New Materials project's arrival in Weihai did not disappoint Wang Lishi. The local government's warmth and support have remained undiminished, while the service has become even more professional and efficient. The town, district, and municipal governments provided attentive, "nanny-like" care, pushing for rapid construction and early production.
Wang Lishi often tells his clients about how he "obtained four certificates in one day" for the project. "From project negotiation to implementation and construction, the Yangting Town government provided on-site guidance and follow-up services throughout the entire process. They also set up a special service team to help us coordinate with higher-level authorities. We completed all the preliminary procedures, including project approval and environmental impact assessment, in record time. Construction began as soon as we secured the land. It was incredibly fast," Wang Lishi said.
Wang Lishi took the initiative to act as a matchmaker, promoting Weihai's business environment to merchants from Zibo. He also actively submitted information about promising and feasible projects to government departments, leading to a visit from Zibo merchants last year.
As a "living signboard" for attracting investment, the Guangyan New Materials project has taken off after a year of construction. The first phase of the three-story factory building has been erected, and 10 independently developed "breathing paper" production equipment are currently being installed. Upon commissioning, the annual production capacity will reach 1,000 tons. Several partners are already lining up to sign contracts, and the products are already in short supply before they even launch.
Having just one flagship product isn't enough. Wang Lishi is leading the company's R&D team to focus on R&D and innovation. The company will gradually launch more than ten product lines across three major product lines: "Processing and Chemical Modification of Rubber and Plastic Materials," "R&D and Production of Bio-auxiliary Materials," and "R&D and Manufacturing of Pharmaceutical Packaging Materials."
